DETAIL DESCRIPTION: 

Գյուղատնտեսության և զբոսաշրջության ոլորտներում լիզինգի ֆինանսավորման նպատակով ՈւՎԿ-ների կողմից լրացուցիչ կապիտալի ներգրավմանն ուղղված դրամաշնորհային ծրագիր

ԱՄՆ ՄԶԳ «Տնտեսական հիմքեր՝ հանուն դիմակայուն Հայաստանի» ծրագիրը («ԱՄՆ ՄԶԳ Տնտեսական հիմքեր») հրապարակում է No. APS-2025/003-Attracting-Finance-for-Leasing ծածկագրով Տարեկան ծրագրային հայտարարություն (ՏԾՀ)՝ տրամադրելու իր գործունեությանն աջակցելուն ուղղված դրամաշնորհներ, որոնց նպատակն է խրախուսել Ունիվերսալ վարկային կազմակերպություններին (ՈւՎԿ) արժեթղթերի թողարկման միջոցով ներգրավել կապիտալ և ներգրավված կապիտալը լիզինգային գործիքների միջոցով տրամադրել Հայաստանում գյուղատնտեսության և զբոսաշրջության ոլորտների ձեռնարկություններին։ Դրամաշնորհները կտրամադրվեն և կիրականացվեն դրամաշնորհները կարգավորող ԱՄՆ ՄԶԳ և ԱՄՆ կառավարության կանոնակարգերի, ինչպես նաև «ԱՄՆ ՄԶԳ Տնտեսական հիմքեր» ծրագրի դրամաշնորհների կառավարման ներքին քաղաքականության համաձայն:

«ԱՄՆ ՄԶԳ Տնտեսական հիմքեր» ծրագիրը խորապես վերլուծել է գյուղատնտեսական արժեշղթաները՝ հիմնվելով դրանցում արտահանման ավելացման, ներդրումների մոբիլիզացման և աճի խթանման ներուժի վրա: Այս վերլուծությունների հիման վրա մի քանի ենթաոլորտներ բացահայտվել են որպես նպատակային միջամտության ուղղություններ և հանդիսանում են այս ՏԾՀ-ի թիրախ՝

Այս դրամաշնորհային ծրագրով «ԱՄՆ ՄԶԳ Տնտեսական հիմքեր» ծրագիրն ՈւՎԿ-ներին կտրամադրի խթանող (catalytic) դրամաշնորհներ՝ լրացուցիչ կապիտալ ներգրավելու առաջնային նպատակով: Որպես երկրորդ քայլ՝ ներգրավված ֆինանսական միջոցների առնվազն 70%-ն ՈւՎԿ-ները լիզինգային գործիքների միջոցով կուղղորդեն նշված թիրախային ենթաոլորտներում գործող ձեռնարկություններին՝ բավարարելու ֆինանսական շուկայի ընթացիկ պահանջարկը: Ներգրավված ֆինանսների մնացած մասի առավելագույն 30%-ը լիզինգի միջոցով կարող է տրամադրվել գյուղատնտեսության և զբոսաշրջության այլ ենթաոլորտներում։ Լրացուցիչ կապիտալ ներգրավելու նպատակով դրամաշնորհային աջակցության համար դիմող ՈւՎԿ-ները պետք է ցուցադրեն, որ իրենց պոտենցիալ ներդրումների ոլորտները համապատասխանում են գյուղատնտեսությանը և զբոսաշրջությանը` որպես «ԱՄՆ ՄԶԳ Տնտեսական հիմքեր» ծրագրի թիրախային ոլորտներ: «ԱՄՆ ՄԶԳ Տնտեսական հիմքեր» ծրագրի կողմից տրամադրվող դրամաշնորհային աջակցությունն առավելագույնի կհասցնի նման ՈւՎԿ-ների առկա ներուժը` լիզինգային գործունեության ընդլայնմանն անհրաժեշտ ֆինանսներ և/կամ ներդրումներ ստանալու համար։

«ԱՄՆ ՄԶԳ Տնտեսական հիմքեր» ծրագիրը նպատակ ունի աջակցել ՀՀ Կենտրոնական բանկի (ԿԲ) կողմից լիցենզավորված ՈւՎԿ-ներին, որոնք զբաղվում են կամ ցանկանում են զբաղվել լիզինգային գործունեությամբ: Այս ՏԾՀ-ի շրջանակներում տրամադրվող դրամաշնորհները կհզորացնեն ՈւՎԿ-ներին, որոնք լրացուցիչ ֆինանսներ և կապիտալ ներդրումներ են փնտրում՝ ընդլայնելու և/կամ դիվերսիֆիկացնելու իրենց լիզինգային գործառնությունները գյուղատնտեսության և զբոսաշրջության ոլորտներում: «ԱՄՆ ՄԶԳ Տնտեսական հիմքեր» ծրագրի խթանող (catalytic) ֆինանսավորումը կարող է օգտագործվել ՈւՎԿ-ների կողմից՝ իրականացնելու հետևյալ գործողություններից որևէ մեկը՝
- Հոգալ անդերրայթինգի, տեղաբաշխման, ցուցակման և շուկայաստեղծման ծախսերը:
- Ֆինանսավորել այլ ծախսեր, ինչպիսիք են պետական տուրքեր, արժեթղթերի թողարկման, ցուցակման և տեղաբաշխման գործընթացին նպաստող պրեզենտացիաներ և միջոցառումներ:

Ներկայումս ՈւՎԿ-ների ընթացիկ իրականացվող նմանատիպ ծրագրերը, ինչպես նաև հավելյալ կապիտալ ներգրավելու հետընթաց/ռետրոսպեկտիվ ծախսերը չեն կարող ֆինանսավորվել սույն ՏԾՀ-ով։

Այս ՏԾՀ-ի շրջանակներում «ԱՄՆ ՄԶԳ Տնտեսական հիմքեր» ծրագրի կողմից առանձին դրամաշնորհային նախագծերին տրամադրվող աջակցությունը նախատեսվում է նվազագույնը $20,000-ից մինչև առավելագույնը $70,000, ընդ որում դրամաշնորհները կտրամադրվեն համարժեք ՀՀ դրամով: Հայտատուի ֆինանսական մասնակցային ներդրումը կազմելու է ներկայացված նախագծի ընդհանուր արժեքի նվազագույնը 20%, ընդ որում խրախուսվում են ավելի մեծ չափով ներդրումներ, որոնք գնահատման գործընթացում կհանգեցնեն ավելի բարձր միավորների: Դրամաշնորհառուները կկարողանան ԱԱՀ-ից ազատում հայցել դրամաշնորհի շրջանակում կատարվող իրավասու ծախսերի համար: Հաստատվելու դեպքում ԱԱՀ հարկազատման գրությունները կտրամադրվեն ԱՄՆ ՄԶԳ-ի կողմից: Առանձին դրամաշնորհային նախագծերի իրականացման ժամկետը սահմանվում է առավելագույնը 12 ամիս դրամաշնորհի պայմանագրի ստորագրման օրվանից՝ մեկնարկելով 2025թ. մարտի 1-ից հետո և ավարտվելով 2026թ. դեկտեմբերի 31-ից ոչ ուշ։

REQUIREMENTS: 

Հայտատուները պետք է խստորեն պահպանեն սույն ՏԾՀ-ի պահանջները: Դրամաշնորհի հայտերը կարելի է ներկայացնել անգլերեն կամ հայերեն լեզվով։ Դրամաշնորհի հայտերն ընդունվում են միայն էլեկտրոնային տարբերակով։

Սույն ՏԾՀ-ին առնչվող ցանկացած արձագանքի դեպքում խնդրում ենք նշել APS-2025/003-Attracting-Finance-for-Leasing ծածկագիրը։

ՏԾՀ-ին առնչվող ցանկացած հարց պետք է ներկայացվի «ԱՄՆ ՄԶԳ Տնտեսական հիմքեր» ծրագրի Դրամաշնորհների կառավարման թիմին՝ ******@************.*** հասցեով: Հարցերը պետք է ներկայացնել գրավոր։ Հեռախոսազանգեր չեն ընդունվում։ Հարցերն ու պարզաբանման հարցումները, ինչպես նաև դրանց պատասխանները, որոնք, ըստ «ԱՄՆ ՄԶԳ Տնտեսական հիմքեր» ծրագրի հայեցողության, կարող են հետաքրքրել այլ հայտատուների, կտրամադրվեն սույն ՏԾՀ-ով հետաքրքրված և հայտեր ներկայացնելու ցանկություն հայտնած կառույցներին։ Միմիայն «ԱՄՆ ՄԶԳ Տնտեսական հիմքեր» ծրագրի կողմից տրված գրավոր պատասխանները կհամարվեն պաշտոնական և դերակատարում կունենան ՏԾՀ-ի գործընթացում ու հետագա գնահատման ընթացքում:

APPLICATION PROCEDURES: 

Այս ՏԾՀ-ի վերջնաժամկետն է 2025թ. դեկտեմբերի 31-ը, որի շրջանակներում ներկայացված հայտերը կուսումնասիրվեն շարունակական հիմունքներով, իսկ դրամաշնորհային նախագծերը կհաստատվեն՝ կախված միջոցների առկայությունից: Վաղաժամ հայտեր ներկայացնելը խրախուսվում է՝ մեծացնելով հայտերի դիտարկման հավանականությունը նախքան հատկացված միջոցների սպառվելը։

Հայտերը կարելի է ներկայացնել միմիայն էլէկտրոնային եղանակով՝ էլ․նամակ ուղարկելով «ԱՄՆ ՄԶԳ Տնտեսական հիմքեր» ծրագրի ******@************.*** հասցեին, վերնագրում նշելով «APS-2025/003-Attracting-Finance-for-Leasing» ծածկագիրը և հայտ ներկայացնող ընկերության անվանումը։

Դրամաշնորհի հայտերը կընդունվեն բացառապես սույն ՏԾՀ-ով սահմանված ձևաչափով և հավելվածներով: Դրամաշնորհի հայտի փաթեթը պետք է ներառի.
- Դրամաշնորհի հայտաձև (Հավելված 1) և Հավելվածներ 2-8, ներառյալ՝
- Ընկերության պետական գրանցման (Հայաստանի Հանրապետության արդարադատության նախարարության իրավաբանական անձանց պետական ռեգիստրի) վկայականի գունավոր սկան և իրական շահառու(ներ)ի/ սեփականատեր(եր)ի մասին պաշտոնական հայտարարագիր
- ՀՀ Կենտրոնական բանկի տրամադրած լիցենզիա

- ՀՀ Կենտրոնական բանկի (ԿԲ) կողմից լիցենզավորված ունիվերսալ վարկային կազմակերպություն

Սույն ՏԾՀ-ի շրջանակներում տրամադրվող խթանող (catalytic) դրամաշնորհների աջակցությամբ ՈւՎԿ-ները սեփական կապիտալի և/կամ պարտատոմսերի միջոցով պետք է ներգրավեն լրացուցիչ կապիտալ և հետևաբար ֆինանսավորեն գյուղատնտեսական և զբոսաշրջային ընկերությունների առկա պահանջարկը լիզինգային գործիքների միջոցով: Հայկական ֆոնդային բորսայում բաժնետոմսերի և/կամ պարտատոմսերի տեղաբաշխումից և ցուցակումից հետո ՈւՎԿ-ները պարբերաբար պետք է ներկայացնեն ամսական հաշվետվություններ գյուղատնտեսության և զբոսաշրջության ոլորտներում փաստացի ներդրումների վերաբերյալ: Բացի այդ, ՈւՎԿ-ների հաշվետվությունները պետք է երաշխավորեն, որ աջակցություն ստացող ձեռնարկությունները կտրամադրեն ելակետային տվյալներ որոշակի բիզնես ցուցանիշների վերաբերյալ, որոնք ենթակա են կանոնավոր մոնիթորինգի և զեկուցման՝ չափելու միջամտության ազդեցությունը: Նշված հաշվետվությունները պետք է տրամադրել մինչև ներգրավված ֆինանսական միջոցների ամբողջական բաշխումը ձեռնարկություններին և լիզինգի պայմանագրի կնքման օրվանից սկսած ոչ պակաս, քան 12 ամիս ժամկետով:
