ՄՐՑՈւՅԹԻ ՏԵՍԱԿԸ : 

Request for Proposal Information Systems (Design, Supply and Installation) (Without Prequalification)

ՄԱՆՐԱՄԱՍՆ ՆԿԱՐԱԳՐՈւԹՅՈւՆ : 

The Office of the Prime Minister of the Republic of Armenia now invites sealed Proposals from eligible Proposers for supply/development, installation, customization, testing and technical support the New Custom Software Solution (CSW): the “RA SRC Single Platform for Individuals” Electronic Management System. The development of the “RA SRC Single Platform for Individuals” Electronic Management System aims to establish a single integrated digital portal that consolidates all existing SRC applications and services for individual taxpayers. The upgraded platform will allow citizens to declare both taxable and non-taxable income, automatically generate pre-filled declarations where possible, and provide a comprehensive socio-economic profile for each taxpayer. The solution will be required to integrate with national registries, banks, and other government information systems through secure APIs, ensure multilingual (Armenian, Russian, English) and mobile-friendly access, and comply with international standards for data protection, cybersecurity, and system availability. In addition, the procurement will include an online cash register system initially tailored for taxi services, which shall be scalable and easily extendable to other self-employed sectors, enabling simplified compliance and reporting for small-scale entrepreneurs.

ԴԻՄԵԼՈւ ԿԱՐԳԸ : 

Proposals must be delivered to the address below on or before January 29, 2026, by 15:00 (local time). Electronic procurement will not be permitted. Late Proposals will be rejected.

The outer Proposal envelopes marked “Original Proposal”, and the inner envelopes marked “Technical Part” will be publicly opened in the presence of the Proposers’ designated representatives and anyone who chooses to attend, at the address below on January 29, 2026, by 15:00 (local time).

All envelopes marked “Financial Part” shall remain unopened and will be held in safe custody of the Purchaser until the second public Proposals opening.

The procurement process will be conducted through international competitive procurement using Request for Proposals (RFP) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated November 2020 (“Procurement Regulations”) and is open to all eligible Proposers as defined in the Procurement Regulations.
