ՄԱՆՐԱՄԱՍՆ ՆԿԱՐԱԳՐՈւԹՅՈւՆ՝ 
The purpose of this assignment is to design and implement a project-wide visibility and storytelling campaign for the “Inclusive Jobs in ICT” project, based on the assessment of selected interventions implemented by project partners in Moldova, Georgia, Armenia, and Ukraine.
Intended users of the project
The main intended users of the produced materials are Help, RECONOMY, Helvetas, Sida, project partners/market actors, and the general public. The campaign materials will be primarily used for visibility and communication purposes, especially through social media and online channels.
The materials may also be used by RECONOMY, Helvetas, Sida, and Help for donor reporting, communication and visibility, learning and adaptive management, knowledge sharing, dissemination of results, partner engagement, and the promotion of inclusive employment and skills development opportunities in the ICT sector. In addition, the stories, assessment findings, and lessons generated through this assignment should contribute to program learning by capturing good practices, insights, and evidence that can inform future programming, intervention design, and the scaling of successful approaches across different contexts.
All final and raw materials produced under this assignment, including interview recordings, photos, videos, written stories, transcripts, translations, edited products, and design files, shall remain the property of Help – Hilfe zur Selbsthilfe, unless otherwise agreed in writing.
Approach and Methodology
The service provider is expected to propose a creative, ethical, and structured methodology for implementing the assignment. The methodology should combine assessment, storytelling, content production, and visibility planning.
The assignment should include the following key elements:
- Review and preparation: Review relevant project documents, intervention descriptions, available monitoring data, partner inputs, visibility guidelines, and other materials provided by Help.
- Selection of stories and respondents: In coordination with Help and project partners, identify beneficiaries and stakeholders to be interviewed across Moldova, Georgia, Armenia, and Ukraine. The tentative expectation is to collect approximately three stories per country/intervention, with flexibility depending on the availability of beneficiaries and the scope of interventions.
- Before/after assessment: Develop a simple but meaningful before/after framework to capture changes experienced by beneficiaries as a result of the interventions. This may include changes in skills, confidence, employability, income-generation opportunities, job search capacity, access to services, business development, professional networks, and participation in the ICT labour market.
- Assessment of visibility and results: Assess which interventions have generated the strongest visibility, outreach, beneficiary engagement, and/or demonstrable results. The assessment should identify what types of interventions and stories are most effective for communicating project impact to the wider public.
- Fieldwork and interviews: Conduct interviews with beneficiaries, partners, and other relevant stakeholders. Interviews should be conducted in local languages as needed, with translation into English included as part of the assignment. The service provider is expected to propose the most appropriate approach for conducting interviews and collecting materials across the target countries, including any necessary travel. Where travel is not feasible or practical, interviews may be conducted online using appropriate communication tools.
- Storytelling and content production: Produce human-interest stories and communication products that present project results through the lived experiences of beneficiaries. The tone should be accessible, respectful, inclusive, and suitable for publication.
- Photo and video production: Produce visual materials, including photos and short video interviews/testimonials, suitable for publication on social media and other communication channels.
- Social media adaptation: Prepare content in formats suitable for wide dissemination on social media, with the aim of increasing visibility, reach, and public understanding of the project and the programmes delivered by market actors.
- Ethical storytelling and safeguarding: Ensure that all interviews and materials are developed in line with ethical storytelling principles, informed consent, safeguarding, dignity, non-discrimination, and data protection requirements.
- Branding and visibility compliance: Ensure that all final materials comply with Help, RECONOMY, Helvetas, and Sida visibility and branding guidelines.
Expected Deliverables
The service provider is expected to deliver the following outputs:
1. Inception plan and methodology, including proposed approach, workplan, story selection criteria, interview tools, before/after assessment framework, and content production plan.
2. Beneficiary interviews and transcripts, conducted in local languages where relevant and translated into English.
3. Human-interest stories/case studies, presenting beneficiary experiences before and after participation in project-supported interventions.
4. Short video interviews/testimonials, edited for publication and adapted for social media use.
5. Photo stories and/or photo materials, including captions and beneficiary quotes where relevant.
6. Social media content package, including suggested posts, short captions, quote cards or text for visual posts, and proposed publication angles.
7. Assessment brief/report, summarizing:
a. key before/after changes identified through the stories and interviews;
b. which interventions generated the strongest visibility and results;
c. key lessons learned from the storytelling and assessment process;
d. recommendations for future visibility, outreach, and promotion of programmes delivered by market actors.
8. Raw materials package, including raw photos, raw video/audio files, transcripts, translations, consent forms, and editable files, to be delivered to and owned by Help.
9. Final campaign package, including all final edited and approved materials, in 4K quality, prepared in formats suitable for online publication and future use by Help.
Stakeholders to involve in the Service
The team is expected to involve Market Actors across the region as well as to identify and consult with other relevant stakeholders throughout the service provision.
ՊԱՀԱՆՋՆԵՐ՝ 
Relevant experience: Proven experience in designing and implementing visibility, communication, storytelling, assessment, or impact documentation assignments.
Storytelling and content production skills: Strong ability to develop human-interest stories, beneficiary case studies, interviews, social media content, photo stories, and video materials.
Assessment skills: Demonstrated ability to conduct qualitative assessment, beneficiary interviews, and documentation of project interventions.
Video and photography capacity: Proven experience in producing high-quality visual materials suitable for social media and public communication.
Translation and multilingual capacity: Ability to conduct interviews in relevant local languages and provide accurate translation into English.
Ethical and inclusive approach: Experience working with vulnerable, disadvantaged, or excluded groups, with strong understanding of informed consent, safeguarding, ethical storytelling, dignity, and data protection.
Regional experience: Experience working in Moldova, Georgia, Armenia, and/or Ukraine will be considered an asset. Familiarity with the program will be considered an asset.
Branding and visibility compliance: Ability to apply donor and organisational branding guidelines, including those of Help, RECONOMY, Helvetas, and Sida.
Communication: Excellent written and verbal communication skills, with the ability to present complex project results in a clear, accessible, and engaging way for the general public.
ԴԻՄԵԼՈւ ԿԱՐԳԸ՝ 
The Candidate shall complete and submit the following documents with his proposal (Please note: The stamp can be omitted in case of Private Entrepreneurs, if it is not required by the local regulations):
- An updated CV of the team leader or company profile along with CVs of engaged experts;
- Portfolio of completed assignments related to the ToR subject, including examples of storytelling, visibility campaigns, video production, case studies, or assessment work;
- Proposed methodology, including the approach to assessment, story selection, beneficiary interviews, ethical storytelling, informed consent, translation, and content production;
- Delivery of service schedule, including a workplan with key phases, proposed timeline, fieldwork/interview schedule, deadlines for draft and final deliverables;
- Proposal Submission Form Annex 2 – duly completed and signed and stamped by the Candidate
- Duly signed and stamped Annex 5 - Help Declaration for Tenderers, Candidates and Suppliers
The proposal and all correspondence and documents related to the Request for Proposal exchanged by the Candidate and the Contracting Authority must be written in the language of the procedure, which is English.
