JOB DESCRIPTION: 
Chemonics International, Inc., a U.S.-based international development consulting firm, seeks an Accountant for the five-year USAID Armenia Food Security Activity. The Food Security Task Order will support the Armenian government to increase food security by modernizing Armenia’s food system to increase domestic production for domestic consumption and reduce dependence on imports to stabilize market systems. Specifically, the Activity will seek to achieve the following three objectives: 1) improved agriculture sector knowledge management; 2) increased production of staple crops for domestic consumption; and 3) increase cross-cutting innovation.
RESPONSIBILITIES: 
The Accountant will:
- Respond in a timely manner to requests from the Finance and Operations Director and the Deputy of Chief of Party;
- Ensure compliance with US Government accepted accounting procedures, USAID rules and regulations, Chemonics’ policies and procedures, and Armenian laws;
- Maintain and effectively manage finance systems, including trackers, procedures, and forms and conduct regular reviews of finance processes to identify opportunities for improvements;
- Ensure all financial documentation is filed securely in both hard copy and scanned and saved in SharePoint as required by USAID regulations and Chemonics policies;
- Manage relations with Armenian banking officials regarding all project accounts;
- Maintain liquidity of funds, compliance with audit requirements, and providing regular financial reports;
- Enter transactions to the ABACUS software and prepare periodical and non-periodical reports according to Chemonics policies and procedures and as instructed by COP and/or HO;
- Compose bimonthly wire transfer requests;
- Manage Armenia Food Security bank accounts and prepare monthly bank reconciliations;
- Handle vendors’ and suppliers’ accounts including invoices, general ledger maintenance, journal entries and account reconciliation; carry out correct and timely payments to vendors and service providers;
- Process expense reports and assist with financial tracking of local subcontractors and fixed price contracts, in-country travel and training expenses;
- Prepare and present payment vouchers, with supporting documents, for approval by COP or his/her designated person;
- Review Petty Cash on a weekly basis and prepare requests on a monthly basis or as needed;
- Monitor employee timesheets to ensure accuracy and submission on a timely basis, maintain and track the annual and sick leave database;
- Maintain a VAT tracker, complete monthly VAT reports for submission to the local tax administration for reimbursement;
- Undertake other duties as assigned by the Finance and Operations Director.
REQUIRED QUALIFICATIONS: 
- Bachelor’s degree in business, finance, accounting, or related field required;
- At least six years of experience in accounting and/or financial management; experience working on donor-funded projects and particularly USAID projects is highly desirable;
- Knowledge and experience working with Armenian law and regulations regarding finance, taxation, and payroll processing and reporting preferred;
- Proficiency using Microsoft Word, Excel, PowerPoint, Outlook, and accounting software systems;
- Proven ability to work professionally, constructively, and collaboratively as part of a team, meet deadlines, and communicate effectively;
- Proficiency in written and oral English is required.
