JOB DESCRIPTION: 
Chemonics International, Inc., a U.S.-based international development consulting firm, seeks a Collaborating, Learning, and Adapting (CLA) and Monitoring, Evaluation, and Learning (MEL) Director for the Armenia Resilience Indefinite Delivery, Indefinite Quantity (IDIQ) contract, including all Tasks Orders (TOs) to be issued thereunder. The IDIQ’s first TO has been awarded and will be the five-year USAID Armenia Food Security Activity. The Food Security TO will support the Armenian government to increase food security by modernizing Armenia’s food system to increase domestic production for domestic consumption and reduce dependence on imports to stabilize market systems. Specifically, the Activity will seek to achieve the following three objectives: 1) improved agriculture sector knowledge management; 2) increased production of staple crops for domestic consumption; and 3) increase cross-cutting innovation. Future TOs are expected to cover additional sectors such as Disaster Risk Reduction and Management, Natural Resources Management, and other areas to be determined by USAID.
RESPONSIBILITIES: 
The CLA and MEL Director will:
- Oversee the design and implementation of the Activity’s learning and adaptive management approach across all TOs issued and implemented under the IDIQ, ensuring that lessons learned across TOs can inform design and implementation of future TOs;
- Under the Food Security TO, the CLA and MEL Director will design and implement a learning plan to inform implementation, and ensuring communication with and between the three component teams;
- Oversee the overall design and execution of the IDIQ and all TO MEL Plans, including performance indicators, data collection tools, and data analysis frameworks, and maintain the quality of the program’s MEL systems and data capture;
- Lead CLA efforts across the the IDIQ and all TOs under implementation, which could include leading regular pause and reflect sessions with the IDIQ and TO teams, USAID, stakeholders, and partners, developing annual learning events, and the production of tailored learning products for key stakeholders;
- Support the development of annual implementation plans and performance monitoring, evaluation and learning plans for the all TOs under implementation, including developing mechanisms for CLA in activity implementation to incorporate lessons learned, periodically assessing interventions with COP and DCOP, and modifying approaches to activities and interventions as needed to ensure achievement of desired results, impact and sustainability;
- Lead knowledge management efforts by developing tools and resources to create, capture, organize, translate, share, and apply knowledge to improve the all TOs under implementation and build capacity for integrating and adapting to lessons learned and changes in the program context;
- Coordinate with USAID, government partners, and other stakeholders to document and disseminate lessons learned from Activity implementation and ensure regular data use to improve and inform implementation;
- Streamline coordination between the all TOs under implementation and program stakeholders to expand the impact of communications, outreach, and learning, including subcontractors, other implementing partners, and donors;
- Provide capacity building and technical support to local partners and staff on MEL activities;
- Liaise with technical teams to ensure compliance with internal program procedures regarding reporting under the MEL Plans for all TOs under the IDIQ;
- Supervise the Communications and Outreach Specialist and Data Management Specialist as well as new positions to be added as new TOs are issued under the IDIQ;
- Perform other duties as required or assigned by the Chief of Party and/or IDIQ Director.
REQUIRED QUALIFICATIONS: 
- Bachelor’s degree or equivalent in social science, evaluation research, statistics, economics, knowledge management, organizational development, or other related field required; master’s degree preferred;
- Minimum eight to ten years of experience in evaluation, statistics, economics, knowledge management or related field; experience working on donor-funded projects and particularly USAID projects is highly desirable;
- Significant experience designing, implementing, and managing learning and adaptive management approaches, including learning plans; demonstrated experience with USAID’s CLA approach strongly preferred;
- Demonstrated knowledge of integrating CLA into program interventions to inform decision-making and incorporating CLA into capacity building for program monitoring requirements;
- Demonstrated ability to effectively engage a wide range of stakeholders to build collaborative relationships that promote learning for effective program implementation;
- Strong qualitative and quantitative skills with demonstrated experience in data collection, data analysis, data quality assessments, and performance monitoring, evaluation, and reporting;
- Demonstrated ability to successfully lead and manage challenging and complex problems;
- Demonstrated experience in performance measurement, including indicator selection, definition and monitoring, and performance reporting;
- Proven ability to effectively engage a wide range of stakeholders including national and local state institutions, CSOs, media, the private sector, civic actors, and other stakeholders;
- Demonstrated ability to build collaborative team relationships that promote learning for effective program implementation;
- Demonstrated experience will designing MEL systems, including standard operating procedures for MEL tasks and data collection protocols;
- Proficiency in database management, including technical experience in database design highly desired;
- Proficiency working in a Microsoft Office 365 operating environment required, additional technical competency in data management software platforms a plus;
- Proficiency in written and oral English is required.
