JOB DESCRIPTION: 
Chemonics International, Inc., a U.S.-based international development consulting firm, seeks a Data Management Specialist for the Armenia Resilience Indefinite Delivery, Indefinite Quantity (IDIQ) contract, including all Tasks Orders (TOs) to be issued thereunder. The IDIQ’s first TO has been awarded and will be the five-year USAID Armenia Food Security Activity. The Food Security TO will support the Armenian government to increase food security by modernizing Armenia’s food system to increase domestic production for domestic consumption and reduce dependence on imports to stabilize market systems. Specifically, the Activity will seek to achieve the following three objectives: 1) improved agriculture sector knowledge management; 2) increased production of staple crops for domestic consumption; and 3) increase cross-cutting innovation. Future TOs are expected to cover additional sectors such as Disaster Risk Reduction and Management, Natural Resources Management, and other areas to be determined by USAID.
RESPONSIBILITIES: 
The Data Management Specialist will:
- Develop the program’s data collection tools based on the needs of the approved MEL plan and USAID, Chemonics, and USG regulations across all TOs issued and implemented under the IDIQ, ensuring that lessons learned across TOs can inform design and implementation of future TOs;
- Perform data analysis using statistical tools and generate data reports on a periodic basis for management and stakeholders, adhering to USAID’s guidelines and protocols;
- Contribute to the development and enforcement of data management best practices and policies, such as access policies, data storage, and verification under all TOs;
- Work closely with technical teams and provide guidance to them on using the program’s data collection tools when needed;
- Under the supervision of the CLA and MEL Director, coordinate data verification and visualization, if needed;
- Lead the data management process in terms of data collection, data cleaning, data processing, and storage under all TOs;
- Work closely with technical teams and provide guidance on using the program’s data collection tools when needed, supporting the design, implementation, and maintenance of new and/or existing applications and initiatives to manage, analyze, and visualize data;
- Develop data collection surveys for MEL and non-MEL purposes as needed by the technical teams, as well as prepare data for reporting purposes under all TOs;
- Ensure input and feedback from the Activity’s leadership is properly integrated into the data management plans, addressing cross-cutting programmatic principles;
- Perform other duties as may be assigned by the CLA and MEL Director.
REQUIRED QUALIFICATIONS: 
- Bachelor’s degree in data management, management information systems or a related field;
- At least eight years of work experience with data management, or related field; experience working on donor-funded projects and particularly USAID projects is highly desirable;
- High level of proficiency in data/information management, data analysis, quantitative analysis, and interpreting the result of the analysis is desirable;
- Demonstrated strong computer skills in Microsoft Office Suite Applications including Word, MS Excel, Outlook, PowerPoint, and data collection. Experience in using Microsoft Power BI for data visualizations is highly desired;
- Experience in database design and management is required, prior experience in Airtable (
www.airtable.com) is highly desired;
- Excellent interpersonal, organizational, written, and oral communications skills that will enhance coordination and collaboration throughout the project;
- Excellent analytical skills;
- Proficiency in written and oral English is required.
