JOB DESCRIPTION: 
GIZ Armenia is looking for a Technical Advisor with focus on energy
efficiency and renewable energy for its bilateral project “Sustainable Energy for Climate
Resilient Community Development in Armenia” (SE4Resilience)” (05/2024 – 04/2027), financed by the German Federal Ministry for Economic Cooperation and Development (BMZ) and co-financed by the European Union (EU).
RESPONSIBILITIES: 
- In coordination with the Team Leader responsible for the implementation of Output 1 at technical, content, and organizational level
- Provide advise in the field of energy policy development, regulation and markets with a focus on national grid stability and standardization of RE/EE systems, energy efficiency and batteries to the partners, esp. on international developments and international best
practices in these topics
- Identify and address policy, regulatory and technical support needs by collaborating with the MTAI, regulatory bodies, electric utilities and develop tailored advisory approaches
- Preparation of ToRs for hiring local and international experts, for consultancies, grant agreements, etc.
- Administer international consulting service contracts and coordinate expert assignments
in the areas of institutional reforms in energy policy, regulation, and markets
- Coordinate the implementation of projects with international short-term and long-term expert consulting teams, ensuring synergy and complementarity with other EU support
and development partner activities in Armenia
- Foster exchange networks and manage implementation partnerships with strategic
multilateral and regional partner organizations
- Provide input on project activities and results, especially to the Team Leader and M&E Expert and contribute to the development and review of project reports
- Independent communication and exchange with other EE/RE projects within GIZ and provision of coordinated approach on knowledge management
- Ensure cooperation, regular contact and dialogue with relevant partners/ individuals/ organizations to ensure synergies, avoid duplications and maintain a good working relationships
- Perform other duties and tasks at the request of the Team Leader
REQUIRED QUALIFICATIONS: 
- University degree in energy, renewable energy, engineering, environmental science or other related field
- At least 5 years of professional experience in the field of energy efficiency and renewable energy technologies
- Proven experience in the field of renewable energy and energy efficiency, BESS, energy market regulation etc..
- Full proficiency in English and Armenian
- Experience working within EU financed projects is an advantage
REQUIRED SKILLS:
- Ability to work in a multicultural environment and demonstrate gender-sensitive and non

- Willingness and flexibility to travel in the country and work in the field (in rural areas of Armenia) on a daily/weekly basis;
- A team player with good interpersonal and communication skills;

- Ability to communicate with people in rural areas;
- High sense of responsibility and strong organizational competence;
- High motivation and positive attitude;
- Very good working knowledge of information and telecommunication technologies (related software, phone, e-mail and internet) and computer applications such as MS Office, etc.
- Flexibility and willingness to learn and improve;
- Analytical and conceptual skills;
- Presentation skills with creative approaches;
- Good interpersonal skills and ability to liaise and cooperate with other members of the team.

ABOUT: 
The “Sustainable Energy for climate resilient municipal development in Armenia
(SE4Resilience)” project has the objective that Armenian municipalities use the potential of
renewable energy (RE) and energy efficiency (EE) for climate-resilient and resource-efficient development. The project makes a significant contribution to shaping a just and socially acceptable energy transition in Armenia. The project has the following outputs:
Output 1: National framework conditions are strengthened
Output 2: Integrated RE/EE solutions are piloted in public infrastructure
Output 3: The use of RE/EE in households and companies is increased
Output 4: Competencies for the use of RE/EE are strengthened
This position is expected to start on 01.06.2026 for the whole project duration, with the possibility of extension in case co-funding will be included. The permanent workplace for this position is in Yerevan, with the requirement of business trips esp. into the regions of Armenia in which the project is active as well as to the countries most likely in the European Union.
