JOB DESCRIPTION: 
Chemonics International, Inc., a U.S.-based international development consulting firm, seeks a Finance and Operations Director for the Armenia Resilience Indefinite Delivery, Indefinite Quantity (IDIQ) contract, including all Tasks Orders (TOs) to be issued thereunder. The IDIQ’s first TO has been awarded and will be the five-year USAID Armenia Food Security Activity. The Food Security TO will support the Armenian government to increase food security by modernizing Armenia’s food system to increase domestic production for domestic consumption and reduce dependence on imports to stabilize market systems. Specifically, the Activity will seek to achieve the following three objectives: 1) improved agriculture sector knowledge management; 2) increased production of staple crops for domestic consumption; and 3) increase cross-cutting innovation. Future TOs are expected to cover additional sectors such as Disaster Risk Reduction and Management, Natural Resources Management, and other areas to be determined by USAID.
RESPONSIBILITIES: 
The Finance and Operations Director will:
- Ensure efficient operations, financial management, human resources administration, procurement, and compliance with USAID rules, Chemonics corporate policies, and local regulations for all TOs under the IDIQ;
- Plan and track financial and administrative activities with the project headquarters and project office regional leadership and technical staff to evaluate needs for implementation;
- Support technical implementation through timely reviews and effective management of subcontracts, purchase orders, grants, and other agreements with local vendors;
- Oversee the project’s financial management to ensure adherence to the approved workplan budget, confirm that sufficient funds are available to complete workplan activities, and forecast and analyze burn rate and expenditure;
- Liaise with local entities such as project bank, tax registration and local business authorities, and ensure registrations and certifications are up to date and compliant for all TOs under the IDIQ;
- Support and oversee recruitment processes for all TOs under the IDIQ in compliance with Chemonics established procedures;
- Oversee the financial management of all TOs under the IDIQ to ensure adherence to the approved workplan budgets, to confirm that sufficient funds are available to complete workplan activities, and to forecast and analyze burn rate and expenditures for all TOs under the IDIQ;
- Supervise accounting procedures according to Chemonics accounting policies and ensure timely and accurate entering of monthly project expenses into ABACUS;
- Establish effective and efficient protocols for preventing, detecting, identifying, and correcting noncompliance;
- Supervise the project procurement and operations personnel and procedures for developing and releasing tenders, evaluating and selecting vendors, overseeing vendor performance, and maintaining control of project inventory for all TOs under the IDIQ;
- Manage project human resources management, including recruitment, hiring, training, professional development, and termination (as necessary) of personnel for all TOs under the IDIQ;
- Supervise an Accountant, Finance Manager, Procurement Manager and Procurement Specialist, and other positions that may be added under the Finance and Operations team as new TOs are awarded;
- Perform other tasks as assigned by the Chief of Party (COP) and/or IDIQ Director.
REQUIRED QUALIFICATIONS: 
- University degree in business administration, finance, accounting or another relevant field; masters preferred;
- At least eight to ten years of relevant work experience in operations, financial management, human resources, procurement, and compliance; experience working on donor-funded projects and particularly USAID projects is highly desirable;
- Strong understanding of the operating environment, financial, and employment regulations in Armenia;
- Excellent interpersonal, written, and oral communications skills; able to exercise confidentiality and a high level of professionalism;
- Proficiency in Microsoft Office applications, including Word, Excel, PowerPoint, and Outlook;
- Proven ability to work in a team and supervise staff effectively;
- Strong analytical skills and demonstrated ability to solve complex problems;
- Demonstrated leadership, versatility, and integrity;
- Proficiency in written and oral English is required.
