JOB DESCRIPTION: 
Chemonics International seeks a Grants Director for the five-year USAID Armenia Food Security Activity. The Food Security Task Order will support the Armenian government to increase food security by modernizing Armenia’s food system to increase domestic production for domestic consumption and reduce dependence on imports to stabilize market systems. Specifically, the Activity will seek to achieve the following three objectives: 1) improved agriculture sector knowledge management; 2) increased production of staple crops for domestic consumption; and 3) increase cross-cutting innovation.
The Grants Director will oversee and manage activities within the Innovation Grants Fund (IGF) comprising $5.34 million in Grants Under Contract (GUC). The Grants Director is expected to play a lead role in managing program activities related to the Grants component of the program scope of work and provide expert advice in his/her technical area. Additionally, the Grants Director will manage a team of grants professionals to ensure that interventions are impactful, cost-efficient, and in line with applicable regulations. This position will be based in Yerevan, Armenia.
RESPONSIBILITIES: 
- Oversee overall management of the Activity Innovation Grants Fund;
- Work in close cooperation with Activity leadership, including Chief of Party, Deputy Chief of Party, Component Leads and Finance and Operations Director, to ensure compliance with U.S. Government regulations and Chemonics policies and procedures throughout the design, development, and implementation of grants, including solicitations design and release, technical evaluations, monitoring and evaluation, and financial reporting;
- Advise on appropriate grants mechanisms for funding specific IGF activities, including the use of pay-for-results mechanisms as appropriate;
- Establish and revise systems and procedures for grant agreement execution (from solicitation to close out) and provide guidance and training to Activity technical staff to foster clear understanding of grant procedures and their roles and responsibilities in grant management;
- Support Activity technical staff with the evaluation of grant concepts and grant agreement/ award documents while ensuring adherence to established grants management policies;
- Review and analyze grant budgets for allowability, allocability, reasonableness, and consistency. Coordinate with the finance team to negotiate budgets and conditions of grant execution with potential grantees. Offer capacity-building to grants staff, technical team, and grantees regarding budget components and reasonableness;
- Lead monitoring of grantees to ensure compliance with U.S. Government and Chemonics grants administrative requirements, including conducting site visits for internal audits and responsibility determinations, overseeing grant disbursements and payment schedules to ensure grant payments are made in a timely and compliant manner, and managing effective grants closeout within applicable timeframes;
- Mentor and/or provide targeted training to grantees, ensuring they receive suitable technical advice and assistance to utilize grant funds in compliance with requirements of U.S. Government regulations and Activity goals and objectives;
- Liaise with Activity technical staff and grantees, providing grantees with technical advice and assistance related to grants administration, including financial documentation and management, procurement requirements, implementation planning, conducting site visits, gathering data for Activity monitoring and evaluation processes, and providing guidance to grantees as needed;
- Provide training to program staff in best practices in grants management as needed;
- Oversee the organization, tracking, and filing system of all grant documents, making sure that appropriate documentation is included in each file;
- Work with Activity leadership to answer any questions or provide USAID with any requested information about the grant making process;
- Supervise a team of 2-3 grants specialists and assistants;
- Perform other tasks as directed by the COP.
REQUIRED QUALIFICATIONS: 
- Academic degree in international development, business administration, economics or other relevant field;
- At least 6 years of experience managing grants on donor-funded projects; USAID experience strongly preferred;
- Combined experience in grant-making in the agriculture sector, facilitating business linkages and partnerships is required, including experience with evidence of achieving measurable results and the ability to tap existing networks of contacts for engagement and results;
- Demonstrated ability to engage local communities, agriculture businesses and private sector stakeholders;
- Exceptional communication, relationship-building, networking and interpersonal skills;
- Proven ability to lead teams as well as to work professionally, constructively, and collaboratively as part of a team;
- Excellent administrative, organizational, and multi-tasking skills;
- Proficiency in written and oral English, with strong written and oral communication skills.
