JOB DESCRIPTION: 
Chemonics International, Inc., a U.S.-based international development consulting firm, seeks a Grants Specialist for the five-year USAID Armenia Food Security Activity. The Food Security Task Order will support the Armenian government to increase food security by modernizing Armenia’s food system to increase domestic production for domestic consumption and reduce dependence on imports to stabilize market systems. Specifically, the Activity will seek to achieve the following three objectives: 1) improved agriculture sector knowledge management; 2) increased production of staple crops for domestic consumption; and 3) increase cross-cutting innovation.
RESPONSIBILITIES: 
The Grants Specialist will:
- Assist the Grants/Inclusion Specialist in implementing the grants program by ensuring that procedures follow the Grants Manual and comply with USAID regulations, Chemonics policies, and local laws, as applicable;
- Work with the Grants/Inclusion Specialist to ensure proper preparation and execution of APS (Annual Program Statements) and RFAs (Requests for Applications), documents, and disbursements under the project in line with USAID and Chemonics procedures; ensure proper screening for applications received under APS or RFAs;
- Coordinate closely within the team when questions arise between the field office, home office, and partners regarding grant compliance and negotiation;
- Establish and revise, as deemed necessary, the systems and procedures for grant agreement execution (from solicitation to award, payments and close out), and provides appropriate guidance and training to technical specialists to foster clear understanding of the grant procedures, and of their roles and responsibilities on the implementation and management of grants under contract;
- Assist in reviewing all sub-grant applications, deliverables (in collaboration with the technical specialists), and financial reports for quality, contractual consistency, accuracy, and compliance with USAID regulations;
- Supported by the Grants Assistant, lead the execution of grant agreements and ensure the proper closure of all grant activities;
- Responsible for the monitoring of individual grant budgets to ensure availability of funds;
- Review grant applications, evaluate the cost application for cost realism and cost effectiveness, finalizes grant documents, and manage and monitor the grants approvals;
- Perform pre-award determinations of applicant management and technical capacities to administer grant awards responsibly and advises on how to enhance recipient capabilities as necessary and appropriate;
- Review how the grantees manage procurement, source, origin, inventory, care, maintenance and disposition of grant purchased equipment, and assists in improving their processes, as necessary;
- Maintain clear and concise grants files that document project compliance with USAID rules and regulations, Chemonics policies and procedures, as well as local, third country, or US government rules;
- Perform other tasks as directed by the Grants/Inclusion Specialist.
REQUIRED QUALIFICATIONS: 
- Bachelor's degree in public administration, international relations, business, finance, or relevant field;
- At least 6 years of public administration, international relations, grants, subcontracts, or related field; experience working on donor-funded projects and particularly USAID projects is highly desirable;
- Strong analytical skills and attention to detail required;
- Detailed knowledge of grants finance and subcontract budgeting for USAID or Donor projects, including USG regulations for compliance and oversight;
- Proficiency in written and oral English is required.
