JOB DESCRIPTION: 
Chemonics International, Inc., a U.S.-based international development consulting firm, seeks a Grants/Inclusion Specialist for the five-year USAID Armenia Food Security Activity. The Food Security Task Order will support the Armenian government to increase food security by modernizing Armenia’s food system to increase domestic production for domestic consumption and reduce dependence on imports to stabilize market systems. Specifically, the Activity will seek to achieve the following three objectives: 1) improved agriculture sector knowledge management; 2) increased production of staple crops for domestic consumption; and 3) increase cross-cutting innovation.
RESPONSIBILITIES: 
The Grants/Inclusion Specialist will:
- Be responsible for the contractual and administrative management, implementation, and close-out of all grant activities;
- Coordinate closely within the team when questions arise between the field office, home office, and partners regarding grant compliance and negotiation;
- Establish and revise, as deemed necessary, the systems and procedures for grant agreement execution (from solicitation to award, payments and close out), and provides appropriate guidance and training to technical specialists to foster clear understanding of the grant procedures, and of their roles and responsibilities on the implementation and management of grants under contract;
- As it pertains to the scope of the Activity, identify specific gender gaps and root causes of gender inequality and other social disparities, and propose strategies to reduce disparities where possible and empower women, girls, and members of other marginalized and underrepresented groups;
- Develop gender-sensitive indicators and monitoring recommendations for the Activity’s monitoring and evaluation plan. This includes identifying indicators and making recommendations for monitoring to track different impacts of program activities on women, youth, and vulnerable and marginalized groups and monitor program results that may be affected by GESI inequities;
- Review grant applications, evaluate the cost application for cost realism and cost effectiveness, finalizes grant documents, and manage and monitor the grants approvals;
- Perform pre-award determinations of applicant management and technical capacities to administer grant awards responsibly and advises on how to enhance recipient capabilities as necessary and appropriate;
- Review how the grantees manage procurement, source, origin, inventory, care, maintenance and disposition of grant purchased equipment, and assists in improving their processes, as necessary;
- Maintain clear and concise grants files that document project compliance with USAID rules and regulations, Chemonics policies and procedures, as well as local, third country, or US government rules;
- Work with the MEL and CLA Director to ensure GESI is considered at the design, implementation, and monitoring phases of project performance;
- Support integration of GESI issues into project communications through actively seeking opportunities to feature GESI considerations in success stories, as well as include updates regarding GESI programming in each quarterly report including how its integrated into the activity, sex-disaggregated data, and success stories;
- Support partners to integrate GESI considerations through requesting information on GESI activities and ensuring data is sex disaggregated/ gender sensitive where possible;
- Support operations and finance team in ensuring project policies are GESI sensitive;
- Supervise a Grants Specialist and Grants Assistant;
- Perform other duties as assigned by the Component Three Lead.
REQUIRED QUALIFICATIONS: 
- Bachelor’s degree in a relevant field such as international affairs, organizational development, human resource management, marketing, business, gender and inclusion, or other related field required; master’s degree preferred;
- At least eight years of procurement, subcontracts, and grants management experience, gender integration, or other related field; experience working on donor-funded projects and particularly USAID projects is highly desirable;
- Knowledge of grants finance and subcontract budgeting for USAID or Donor projects, including USG regulations for compliance and oversight preferred;
- Experience supervising staff and overseeing field accounting for USAID funded contracts;
- Demonstrated experience advancing equitable, inclusive, and accessible programming that engages a diverse range of stakeholders;
- Knowledge of USAID Gender Equality and Women’s Empowerment Policy and/or gender and inclusion integration;
- Experience creating gender mainstreaming strategies, using gender analysis tools to monitor and evaluate projects and programs, and conducting programmatic gender reviews;
- Experience in developing inclusive development programming strategies and tools;
- Excellent communication and writing skills;
- Strong analytical skills and attention to detail required;
- Proficiency in written and oral English is required.
