JOB DESCRIPTION: 
Chemonics International, Inc., a U.S.-based international development consulting firm, seeks a Procurement Specialist for the Armenia Resilience Indefinite Delivery, Indefinite Quantity (IDIQ) contract, including all Tasks Orders (TOs) to be issued thereunder. The IDIQ’s first TO has been awarded and will be the five-year USAID Armenia Food Security Activity. The Food Security TO will support the Armenian government to increase food security by modernizing Armenia’s food system to increase domestic production for domestic consumption and reduce dependence on imports to stabilize market systems. Specifically, the Activity will seek to achieve the following three objectives: 1) improved agriculture sector knowledge management; 2) increased production of staple crops for domestic consumption; and 3) increase cross-cutting innovation. Future TOs are expected to cover additional sectors such as Disaster Risk Reduction and Management, Natural Resources Management, and other areas to be determined by USAID.
RESPONSIBILITIES: 
The Procurement Specialist will:
- Respond in a timely manner to procurement requests, in coordination with the Finance and Operations Team, to oversee procurements conducted in accordance with Chemonics procurement policies and USAID FAR and AIDAR regulations in support of operations and technical activities under all TOs;
- Under the direction of the Procurement Manager, assist with obtaining quotes from local and regional vendors and service providers and initiate procurements of requested commodities and services and serve and a point of contact for vendors ensuring clear communication and timely responses to inquires;
- Monitor contracts and purchase orders issued to vendors and follow up as necessary to ensure compliance to terms and conditions;
- Maintain the overall integrity of the procurement filing system by ensuring that appropriate documentation is included in each procurement file;
- Ensure all procurement activities comply with USAID regulations and Chemonics policies. Maintain accurate and complete procurement files, including documentation such as vendor offers, selection memos, purchase orders, and USAID approvals;
- Work closely with technical teams, finance, and administration to ensure that procurement activities align with project needs and timelines;
- Travel as required to inspect, confirm delivery, and facilitate disposition of equipment at grantee sites;
- Assume any other duties as assigned by the Procurement Manager.
REQUIRED QUALIFICATIONS: 
- Academic degree in business administration, finance, or related field;
- At least six years of professional experience in procurement, logistics or another relevant field; experience working on donor-funded projects and particularly USAID projects is highly desirable;
- Prior experience working in the agriculture sector and demonstrated understanding of key stakeholders (farmers, agribusinesses, government bodies, donors etc.) preferred;
- Strong management and administrative skills, preferably with respect to managing large-scale commodity and services procurements;
- Strong understanding of USAID procurement regulations, particularly FAR and AIDAR;
- Experience in donor-funded activities of comparable size, scope, and complexity;
- Excellent interpersonal and communication skills, and time management;
- Demonstrated strong computer skills in Microsoft Office Suite Applications including Word, MS Excel, Outlook, PowerPoint, etc;
- Proficiency in written and oral English is required.
