JOB DESCRIPTION: 

The Proposal Development Officer is responsible for leading the design, writing, and submission of high-quality proposals to bilateral, multilateral, and private donors. This role ensures effective coordination across internal teams and maintains strong external relationships with key stakeholders to support strategic positioning and resource mobilization.

RESPONSIBILITIES: 

-Lead the design, writing, and submission of proposals in response to calls from bilateral, multilateral, and private donors;
-Regularly conduct stakeholder analysis, in particular who does what and where (3W);
-Maintain active and regular working relationships with stakeholders including donors, NGOs, UN agencies, working groups, Alliance2015, consortia and academia and regularly update the directory of stakeholders;
-Participate in briefing sessions and/ or coordination meetings, presenting Acted’s work and identifying axes for collaboration;
-Write quality narrative reports, reflecting the progress and status of projects in a transparent, timely and professional manner, in liaison with MEAL, Project team, Support teams including Acted finance, Logistics;
-Contribute to the monthly update of the Reporting Follow Up (RFU) and ensure smooth and regular communication with Acted HQ Grants Management Unit;
-Regularly update Country Director/Deputy Country Director and relevant project teams on the changing context and new initiatives within the relevant region;
-Coordinate internally with Country Director/Deputy Country Director, programme and support staff, providing regular updates on liaison tasks, meetings, and follow-up activities; taking notes at all meetings attended; filing notes online (within 24hrs of meetings taking place) for Acted staff to access;
-Conduct field visits when necessary to provide technical advice and regularly monitoring progress of activities;
-Participate in and take minutes of kick-off and close out meetings for each project;
-Assist the Project staff in resolving any unforeseen issues during project implementation

REQUIRED QUALIFICATIONS: 

Education & Background

-Bachelor or Master’s degree in environmental studies, development studies, political science, research or a related field;
-At least 3–5 years of relevant experience in development sectors, preferably with INGOs or donor-funded projects.

Technical Skills

-Proven experience in proposal writing and donor reporting (e.g., EU, UN agencies, etc.).
-Background in environmental issues and Disaster Risk Reduction (DRR) is highly desirable
-Strong understanding of project cycle management, logframes, and MEAL frameworks.
-Familiarity with stakeholder mapping and coordination mechanisms (e.g., 3W tools, cluster systems).

Soft Skills
-Strong interpersonal and communication skills for engaging with donors, partners, and internal teams.
-Excellent organizational and time management abilities, with attention to detail.
-Ability to work independently and manage multiple priorities under tight deadlines.
-Strong analytical and problem-solving skills.

Languages

-Fluency in English and Armenian (written and spoken) is essential.
-Knowledge of Russian is an asset.

Other Assests

- Excellent knowledge of the country’s needs and context;
- Excellent knowledge of sources of secondary data (state statistics);
- Available for travel to all marzes of Armenia;
- Motivated to work as part of a teamwork in a multicultural environment, requiring flexibility and ability to work to tight deadlines;
