DETAIL DESCRIPTION: 
The purpose of this Request for Proposal (RFP) is to invite potential subcontractors to submit a proposal and budget for providing technical assistance in developing an e-learning module on integrity in public service in the format of online self-educational written and video materials which will promote ethical behavior, transparency, and accountability within government institutions.
Dexis anticipates that this RFP will result in a Subcontract between AIP and the successful offeror.
Dexis reserves the right not to enter into any subcontract, to add, remove, or edit any aspect of the subcontract’s statement of work, prior to the negotiation of a subcontract without prior notification or liability. Dexis is not obligated to execute a subcontract nor is it committed to paying any costs incurred in the preparation and submission of the proposals.

PROPOSAL PREPARATION INSTRUCTIONS
In responding to this RFP, offerors accept full responsibility to understand the RFP in its entirety, and in detail, including making any inquiries to Dexis as necessary to gain such understanding. Dexis reserves the right to disqualify any service provider who illustrates less than such understanding. Such disqualification shall be at no fault, cost, or liability to Dexis.
All information provided by Dexis in this RFP is offered in good faith. Individual items are subject to change at any time. Dexis makes no certification that any item is without error and is not responsible or liable for any use of the information or for any claims asserted there from.
COMMUNICATION
All questions or clarifications regarding this RFP must be in writing and submitted to **********@***********.*** and ************@***********.*** by the deadline stated in the Section 2.1 of this RFP. Questions and requests for clarification, and the responses thereto, will be circulated to all RFP recipients who have indicated an interest in this RFP.
Only written answers from Dexis will be considered official and carry weight in the RFP process and subsequent evaluation. Any answers received outside the official channel, whether received verbally or in writing, from employees or representatives of Dexis Consulting Group, AIP, or any other party, will not be considered official responses regarding this RFP.

Dexis will make a good-faith effort to provide a written response to the questions or requests that require addenda per the Chronological List of Proposal Events in Section 2.1.

REQUIRED DELIVERABLES
1. A package of documents (all mentioned in the scope of work) developed for the e-learning module on integrity.
2. Development of the online e-learning module on integrity for SRC.
3. Development of static text and dialogues, animated scenes.
4. Development of audio/video materials and contents provoking discussion and interaction.
5. Development of a knowledge test/quiz to be completed after each module.
6. Development of certificate generation after completion of the e-learning training.
7. Integration of the e-learning module into partner’s website using iframe technology.
All the available materials (Guideline, Model Code of Conduct for Public Servants, etc.) will be provided by the AIP.
REQUIRED QUALIFICATIONS
- Experience in developing e-learning systems/ platforms/ modules, preferably with government institutions or related sectors;
- A portfolio showcasing previous projects, emphasizing interactive content, video production, and user engagement;
- Proven expertise in e-learning platforms, digital content creation tools, and integrating modules into websites;
- Knowledge of the latest trends in e-learning, including gamification, microlearning, and mobile compatibility;
- A multidisciplinary team comprising instructional designers, content developers, script writers, animators, graphic designers, and IT specialists. Staff CVs should be included with your submission;
- Proof of prior collaborative projects and effective team management; verified through the list of references submitted.
APPLICATION PROCEDURES: 
Offers must be received in English via email by 23:59 Armenian local time, January 18, 2024. Offerors should send their offers by email to the individuals identified in Section 3.1, inclusive of the offeror’s technical proposal and cost proposal. Further details can be found in Annex 3, Proposal Requirements.
Offers must be on company letterhead with the company's contact name and address. The subject line of the offer transmission email must identify the RFP reference number (AIP 2101-23-01) and the offeror’s name.
Late applications are marked as “late” and are ineligible for review or award; however, Dexis reserves the right to accept and include late applications in the review and award process when it is considered within the best interest of Dexis to do so and if applications that were received on time have not been opened and reviewed. Applications that are submitted late or incomplete run the risk of not being considered for review.
Offerors are responsible for ensuring their quotations/ proposals are received according to the instructions stated herein.
Withdrawals of proposals may be done by written notice by email at any time before the award.

SELECTION AND EVALUATION CRITERIA
The evaluation of each response to this RFP will be based on its demonstrated competence, compliance, format, and organization. The purpose of this RFP is to identify those suppliers that have the interest, capability, and financial strength to supply Dexis with the product and/or service identified in the Statement of Work.
Proposals will be evaluated on the basis of the following criteria:

Offerors whom Dexis determines to possess the capacity and past performance to compete for this subcontract will be selected to move into the negotiation phase of the competition. Written notification will be provided via e-mail. Offerors not selected will not be notified.
STATEMENT OF WORK
DESCRIPTION OF SERVICES
The fight against corruption remains an official top priority of Armenian government and is reflected in the Government’s 5 -year program. In 2023, the Government of the Republic of Armenia approved its fourth anticorruption Strategy -"The Republic of Armenia Anti-Corruption Strategy and its Action Plan for 2023-2026". The main goal of the Strategy is the consistent implementation of the principles proclaimed by the Government of Armenia in the fight against corruption, including identifying and eliminating the causes of corruption, spreading the attitude of intolerance among the public towards corruption, and a complete and continuous decrease in corruption and a complete and continuous decrease in corruption.
This initiative will focus on developing an integrity training module for customs officers in collaboration with the State Revenue Committee (SRC) and USAID Armenia Integrity Project. The module will be designed not only to enhance the knowledge of customs officers but also to serve as a model for other government institutions.
Given this context, AIP is seeking proposals from professional companies to develop an e-learning based training module focusing on 10 specific topics (online self-educational written and video materials) on integrity for custom servants at the SRC. The modules will be based on the rules of conduct for custom servants, as well as on other rules envisaged in the Armenia legislation. The goal is to help the custom servants understand and learn the rules of conduct, which will contribute to improved performance as they perform their duties. The project involves the adaptation of the existing Guidebook on the Code of Conduct for Custom Service officers into online e-learning training modules. The Guideline is approximately 130 pages and contains practical examples, references from international conventions and explanations of Armenian laws and rules relating to integrity of custom officers.
The E-learning training module will cover the following specific topics: (1) Introduction to the Explanatory Guideline to the Code of Ethics of the Customs Service, (2) Personal Responsibility, (3) Compliance with the Law, (4) Interaction with the Public, (5) Prohibition against Accepting Gifts, (6) Conflict of Interest, (7) Political Restraint, (8) Work Environment and Whistleblowing, (9) Behavior of the Customs Officer in Financial Matters, and (10) Use of Public Funds. The overall duration of the integrity e-learning module should be between 60 to 90 minutes, covering all ten specific topics.
Another objective is the development of a flexible framework which can be easily customized for various government institutions, for example, the Civil Service office (CSo). When designing the module, they should be created not only as stand-alone entities but as a flexible framework which can be easily customized for various government institutions. When creating these modules, the focus is to create a scalable and replicable model.
Activities
I. Creation of Integrity e-Learning module
In cooperation with AIP and its stakeholder state partners, the offeror will develop a concept, and convert the Integrity topics into digital video materials in Armenian using the provided Guideline. The entire course should be available in Armenian. Every lesson (topic) should contain a static text and dialogues, animated scenes, audio/video materials and contents provoking discussion and interaction. Each module is completed with a knowledge test/quiz, with a score of 80% per module to allow for passing. Once completed, the participant can download a certificate confirming the completion of the e-learning training. The offeror will integrate the e-learning module into partner’s website by using iframe technology.
The offeror may use voiceover for target text, animations, graphics, use templates like key points, clickable articles, knowledge test (with different question types), video materials, problems and solutions, and real stories/examples.
The selected offeror will be responsible for:
- Developing the timeline
- Developing the concept
- Preparing static text and dialogues for each video/topic
- Preparing animated scenes for each video/topic
- Preparing audio/video materials for each video/topic
- Preparing content which stimulates discussion and interaction
- Preparing a knowledge test/quiz for each video/topic
- Provide a certificate upon module completion, either downloadable or emailed to the participant.
- Shooting videos (up to 10 videos, 6-9 minutes each, including animations and infographics)
- Preparing all necessary visual materials
- Editing and sound-editing the videos
- Integrating the e-learning module into the partner’s website using iframe technology
- Organizing, monitoring, and implementing all technical tasks.
The model must be accepted by the SRC at the end of the contract. The offeror must provide the SRC with 6 months of troubleshooting and maintenance to ensure the operability of the module.
II. Replicability of developed Integrity module to other government institutions
In cooperation with AIP and its stakeholder state partners, the offeror will develop and design the module to be adaptable to other government institutions. The content and structure should be adaptable, allowing swift integration of specific topics relevant to different government institutions. A specific emphasis is placed on designing the main topics to be transferable to other institutions, particularly to the Civil Service office.
ADDITIONAL INFORMATION
Details and format of collaboration mechanisms with the SRC, the CSo and other government institutions will be developed in cooperation with and coordinated by the Armenia Integrity Project.
The Period of Performance is approximately eight and one-half months, tentatively January 25, 2024 to October 1, 2024.
Offerors should have the capacity and flexibility to adjust the technical assistance services at the request of AIP, the SRC and the CSo, if needed or requested.

Non-Disclosure Agreement
Any subcontract issued by Dexis will contain either a Non-Disclosure Agreement or provisions covering the disclosure of information in the course of completing the Statement of Work.
Intellectual Property
The Respondent should not use any intellectual property of Dexis including, but not limited to, all logos, registered trademarks, or trade names of Dexis, at any time without the prior written approval of Dexis, as appropriate. All tangible and intangible property created or acquired under this subcontract shall be the exclusive property of Dexis and the client.
Offerors’ Responses
All accepted Responses shall become the property of Dexis and will not be returned.
Partial Award
Dexis reserves the right to accept all or part of the Offer when making the award.
Liability
Dexis reserves the right to accept or reject any quotation or stop the procurement process at any time, without assigning any reason or liability. Dexis shall not be liable to any offeror, person, or entity for any losses, expenses, costs, claims, or damages of any kind:
- Arising out of, by reason of, or attributable to, the offeror responding to this RFP; or
- As a result of the use of any information, error, or omission contained in this RFP document or provided during the RFP process.
No Collusion
Collusion is strictly prohibited. Collusion is defined as an agreement or compact, written, or oral, between two or more parties with the goal of limiting fair and open competition by deceiving, misleading, or defrauding a third party.
Additional Information
Dexis reserves the right to request a presentation, or additional materials, as needed, from no more than three shortlisted applicants.
General Terms
Dexis will only consider responsive offers from responsible offerors for award. Prices quoted must be valid for the entire length of contract. Unit prices are required and in the case of discrepancies between unit price and total price, the unit price will be taken as reference basis in the evaluation. All procurement will be subject to Dexis contractual terms and conditions, contingent on the availability of client funding.
