JOB DESCRIPTION: 
Democracy International (DI) is seeking to hire a local consultant to fulfill the role of Technical Consultant for a Behavioral Assessment (hereinafter referred to as the “Consultant”) to gather information related to the factors that hinder inclusivity of persons with disabilities in the workplace. The Consultant will carry out qualitative data collection among enrolled persons with disabilities as well as private sector employers.
The Consultant will conduct key informant interviews supplemented by a short survey using the measurement tools developed in cooperation with DI Social Behavioral Science (SBS) Lead. This consultancy is open to Armenian citizens only.
RESPONSIBILITIES: 
- Collaborate with DI experts to develop comprehensive measurement tools, including interview guides and surveys, tailored to the assessment objectives;
- Implement purposive sampling strategy to recruit 24 PWDs, 18 private sector employers, and 4 USS staff across Yerevan and five marzes (to be confirmed jointly). Ensure balanced representation of both male and female participants across ICF disability categories;
- Partner with community partners to recruit PWDs, including 4-6 veterans with disabilities, from local networks utilizing established community connections in each marz;
- Conduct one-hour key informant interviews with selected PWDs, the USS staff, and private sector employers, collecting qualitative data on employment barriers and perceptions of employability;
- Administer a concise survey (10-15 questions) to gather:
From PWDs: Demographic details (age, gender, education level), employment status, job-seeking duration, and perceptions of employability as well as the USS employment service, including its effectiveness and support in facilitating employment opportunities.
From Private Sector Employers: Business size, staffing levels, knowledge of hiring incentives for PWDs, and perspectives on barriers to employing PWDs.
- Submit finalized qualitative datasets in English and Armenian and prepare an Implementation Report summarizing the implemented activities;
- Perform other duties as DI may reasonably request based on the STTA’s Scope of Work.
REQUIRED QUALIFICATIONS: 
- At least 3 years of experience in conducting qualitative research, evaluations, or consultancy work in Armenia that is sensitive to the local context and culture;
- A graduate degree (Master’s preferred) in a relevant field such as Sociology, Anthropology, Psychology, Behavioral Economics, Social Work, or other Social Sciences;
- A demonstrated track record of at least 3 years’ experience in conducting human rights or social protection research with vulnerable populations in Armenia, with a preference for candidates who have experience working with persons with disabilities;
- Experience in using social and behavioral science approaches (e.g., behavioral economics, psychology, anthropology, sociology) as an analytic lens for understanding topics related to DRG;
- Strong written and verbal proficiency in both Armenian and English.
Desirable Skills:
- Experience in applying social and behavioral science approaches to assess the underlying drivers of human rights and inclusion challenges among vulnerable populations in Armenia;
- Experience in designing qualitative measurement tools.
