ՄԱՆՐԱՄԱՍՆ ՆԿԱՐԱԳՐՈւԹՅՈւՆ :

The Armenian Volunteer Corps (AVC) (https://armenianvolunteer.org/) and Birthright Armenia (BR) (https://birthrightarmenia.org/) are jointly seeking a vendor for the development of a comprehensive Volunteer Information Management System (VIMS) to streamline their daily operations and replace the current legacy platform that no longer meets organizational needs. This system will serve as a one-stop, cloud-based web solution for managing and improving interactions across stakeholders, including international inquirers, applicants, volunteers, alumni, as well as local host families, partner organizations, language teachers, and internal staff. AVC/BR are open to either a customizable off-the-shelf solution or a system built from scratch, provided it aligns with the functional requirements and long-term vision. In case an off-the-shelf solution is proposed, it should fully comply with all specified requirements without trade-offs or compromises in terms of functionality, flexibility, or user experience.

A key consideration is that the final system should be designed with a strong emphasis on security, workflow automation, flexibility, and future scalability.

ՊԱՀԱՆՋՆԵՐ : 

Preference will be given to vendors who meet the below:

Organizational Stability and Experience

- Minimum 7 years of experience in software development with an established legal entity;
- Must have successfully delivered at least 2 complex Management systems or CRM, ERP systems in the past 5 years.

Team Capacity

- Have a complete team of 20 people and more as required for software development, including the following positions:

Project Manager
Architect
Team Leader/ Senior Software Engineer
Software Engineers
DevOps/Cloud Engineer
Quality Assurance Engineer

- Vendors proposing off-the-shelf solutions should demonstrate sufficient team capacity for configuration, integration, customization, and support, and provide CVs of key personnel involved in implementation including:

Project Manager
Solution Architect or Implementation Lead
Integration Specialist (if applicable)
User Training or Change Management Lead

Secure Development Practices

- Evidence of secure software development lifecycle (SSDLC), including source practices.
- The applicants should be capable of allocating sufficient human and technical resources to this project.

Data Protection and Security Compliance

- Demonstrated knowledge of and adherence to internationally recognized data protection standards (e.g., GDPR/ISO/IEC/HIPAA), particularly in handling personal and sensitive information
- Have data protection and security policies in place

ԴԻՄԵԼՈւ ԿԱՐԳԸ : 

This tender process is organized in three phases:

Phase 1 – Expression of Interest (EoI): In this phase, we seek to gather expressions of interest from capable vendors. The goal is to evaluate their qualifications, relevant experience, and approach to delivering systems of similar scale and complexity. After the review of EoI submissions, a shortlist of up to three of the most qualified candidates will be selected to proceed to the next stage.

Phase 2 – Request for Proposal (RFP): A maximum of three shortlisted vendors will be invited to participate in the RFP process. Candidates will be expected to review the provided documentation, seek clarifications if necessary, participate in calls and meetings, and submit final proposals. Those candidates who submit complete and acceptable RFPs will receive compensation of $3,000 each for their efforts.

Phase 3 - Final proposal submission and selection.

To successfully submit an Expression of Interest, please submit all required documents, as listed below, in English via email to Arina Zohrabian, Executive Director, Armenian Volunteer Corps - [email protected] and Rafayel Hakobyan, VIMS Project Manager - [email protected]. The deadline for submission of the Expressions of Interest is June 10, 2025.

Vendors should only rely on written statements issued by the EoI contacts. Any inquiries should be submitted in writing via email and all responses will be shared here. Further, any oral communications will be considered unofficial and non‐binding. Connecting with anyone other than the EoI contacts may result in inaccurate information and/or disqualification of the vendor’s Expression of Interest.

The applicants must submit the following documents in English.

1. Company Profile

- Applicants should submit the company profile which should include at least:
- Specific areas of experience and expertise that relate to the project,
- Projects completed,
- Clients,
- Core competencies/capabilities,
- Team sizes,
- Technical capacity and the management approach
- Applicants should submit the CVs and LinkedIn profiles of the key team members

2. Detailed case studies of similar projects (2-3 projects)

For each relevant project, applicants should include:
- Client name (if permissible to disclose), type (i.e. gov’t, NGO), and country
- Project scope and objectives (and budget, if permissible to disclose),
- Duration and team composition,
- Summary of core features and functionality delivered,
- Technologies used,
- Security measures implemented,
- Approach to project and stakeholder engagement,
- Special modules or innovations, if any,
Lessons learned or challenges overcome,
- Access to the platform if applicable,

3. Preliminary Approach Overview

- Applicants are requested to provide a brief document (1–3 pages) outlining their preliminary approach to the VIMS. This should include initial thoughts and approach on potential technology solutions, management strategies, approximate timelines, and any relevant considerations based on the information provided.

- If multiple implementation options or solutions are considered viable, applicants are encouraged to outline these alternatives and briefly explain the rationale behind each.

- We understand that detailed technical documentation is not yet available and that
a full solution design is not feasible at this stage. However, this overview will help
us assess each applicant’s strategic thinking, problem-solving orientation, and alignment with the project’s goals and values.
