ԱՇԽԱՏԱՆՔԻ ՆԿԱՐԱԳԻՐ
: 
The Swiss Agency for Development and Cooperation (SDC) has commissioned the Sustainable Inclusive Growth in Mountainous Armenia (SIGMA) project (Preparatory Phase and Phase 1, 2022–2026). The project targets rural, mountainous areas of Northern Armenia (Shirak, Lori, Gegharkunik, Tavush), which suffer from structural poverty, significant gender inequality, and limited economic opportunities—particularly for women, persons with disabilities, and other left-behind groups.
SIGMA project is implemented by The Branch of DAI Global UK LTD in the Republic of Armenia. DAI is a global development company with corporate offices in the United States, the United Kingdom, the EU, Nigeria, Pakistan, and Palestine, and project operations worldwide. DAI tackle fundamental social and economic development challenges caused by inefficient markets, ineffective governance, and instability. DAI works on the frontlines of global development—transforming ideas into action and action into impact.
The Gender Equality and Social Inclusion (GESI) Officer will lead the operationalization of SIGMA’s GESI and Leave no one behind (LNOB) strategies. This role requires applying GESI and LNOB principles across Market System Development (MSD) based economic development interventions, ensuring meaningful participation and equitable benefit for traditionally excluded groups.
DEFINITIONS AND KEY CONCEPTS
- GESI (Gender Equality and Social Inclusion): A rights-based approach promoting equal access to opportunities and resources for all individuals, regardless of gender, ability, age, ethnicity, or displacement status.
- LNOB (Leave No One Behind): A principle ensuring that marginalized and vulnerable populations are intentionally included in development benefits and processes.
- Gender-Responsive Interventions: Activities that recognize and address gender-based needs and inequalities.
- Gender-Transformative Interventions: Activities that seek to challenge and change structural causes of gender inequality, such as discriminatory norms, power imbalances, and institutional barriers.
- Left-Behind Groups (LNOB target groups): Includes women (especially rural and elderly women), persons with disabilities, displaced persons from Artsakh, women-headed households, youth at risk of exclusion, and ethnic minorities (as relevant to SIGMA’s operational context).
ՊԱՐՏԱԿԱՆՈւԹՅՈւՆՆԵՐ
: 
1. Gender and Inclusion Analysis
- Conduct detailed gender and inclusion analyses in SIGMA target areas to assess the roles, needs, constraints, and opportunities for different population segments.
- Identify and promote market-based opportunities for the empowerment of women and other left-behind groups within SIGMA-supported value chains.
- The officer is expected to apply an intersectional lens in all analyses and interventions, recognizing that individuals may face overlapping and compounding forms of disadvantage based on gender, disability, ethnicity, age, displacement, and other factors.
2. GESI and LNOB Strategy Implementation
- Lead the implementation of SIGMA’s GESI and LNOB strategies, ensuring alignment with SDC requirements and project goals.
- Ensure all project activities are not only gender-responsive (recognizing different needs and ensuring access) but aim to be gender-transformative (addressing root causes of inequality and shifting harmful norms).
- Support the contextual adaptation of strategies across SIGMA interventions to ensure meaningful inclusion of:
a) Women and girls (especially rural women).
b) Displaced persons from Artsakh.
c) Ethnic minorities
d) Persons with disabilities.
e) Women-headed households.
f) Youth not in employment or training.
g) Other left-behind and socially excluded groups.
3. Targeted Inclusion Measures
- Lead the mapping of LNOB groups and assess barriers to inclusion.
- Design and implement tailored interventions to increase access, agency, and participation in SIGMA’s economic development activities.
- Incorporate GESI/LNOB objectives into value chain development, skills training, entrepreneurship promotion, and service delivery efforts.
4. Capacity Building and Internal Support
- Build the capacity of SIGMA staff, implementing partners, local actors, and stakeholders to apply GESI/LNOB strategies in a practical, impactful manner.
- Deliver trainings and coaching on gender-transformative approaches and inclusive economic development.
5. Stakeholder Engagement and Knowledge Sharing
- Engage with community groups, civil society organizations, local authorities, and relevant government entities to promote ownership and sustainability of GESI/LNOB initiatives.
- Promote cross-learning, adaptive management, and integration of community feedback to improve inclusion outcomes across interventions.
- Contribute to project reporting, learning, and knowledge products focused on inclusion and gender.
ԱՆՀՐԱԺԵՇՏ ՈՐԱԿԱՎՈՐՈՒՄՆԵՐ
: 
- Advanced degree in Gender Studies, Development Studies, Social Sciences, or a related field;
- Minimum 3 years of relevant experience in implementing GESI and LNOB strategies in economic development programs—preferably using Market Systems Development (MSD) or similar private-sector-focused approaches;
- Proven ability to translate inclusion strategies into practical interventions across SIGMA target sectors;
- Experience working with conflict-affected or displaced populations;
- Demonstrated facilitation, training, and stakeholder engagement skills, especially with rural communities, government partners, and local organizations;
- Strong communication and analytical skills; fluency in English and Armenian required.
