Request for Proposal Information Systems (Design, Supply and Installation) (Without Prequalification)
DETAIL DESCRIPTION: 
The Office of the Prime Minister of the Republic of Armenia now invites sealed Proposals from eligible Proposers for supply/development, installation, customization, testing and technical support of the New Tax Software Solution: the State duty Electronic Management System. The System aims to fully automate the processes of calculating, recording, and accounting annual state duties within the tax authority. The newly introduced Automated State Duty Accounting System (hereinafter – ASDAS) will ensure the automated maintenance of personal account cards for annual state duty obligations, the exchange of information with competent authorities through a single electronic register, the introduction of a unified treasury account for state duties, the receipt and recording of payment information from the Treasury, as well as the accessibility of relevant information on annual state duties in the electronic system for submission of taxpayers’ reports. The total implementation duration is 48 weeks, followed by a 56-week warranty and support period.

Purchaser’s requirements are described in the Request for Proposals Document.
APPLICATION PROCEDURES: 
Proposals must be delivered to the address below on or before April 22, 2026, by 15:00 (local time). Electronic procurement will not be permitted. Late Proposals will be rejected.
Proposals will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria: Proposal technical factors: 40% and for Proposal cost: 60 %.
The outer Proposal envelopes marked “ORIGINAL PROPOSAL”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Proposers’ designated representatives and anyone who chooses to attend, at the address below on April 22, 2026, by 15:00 (local time).
All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Purchaser until the second public Proposals opening.

OPEN TO/ ELIGIBILITY CRITERIA: 
The procurement process will be conducted through international competitive procurement using Request for Proposals (RFP) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated November 2020 (“Procurement Regulations”) and is open to all eligible Proposers as defined in the Procurement Regulations.

ABOUT: 
The Republic of Armenia has received financing from the World Bank toward the cost of the Fourth Public Sector Modernization Project (PSMP4) and intends to apply part of the proceeds toward payments under the contract of the Procurement of the State Duty Electronic Management System.
