JOB DESCRIPTION: 

Transparency International Anti-Corruption Center (TIAC) is seeking an experienced program management professional specializing in the electoral field to join the TIAC team and demonstrate commitment to supporting the organization’s efforts aimed at ensuring free, fair, and transparent elections in Armenia.

The candidate should be responsible and proactive, possess strong knowledge of international principles and best practices related to electoral processes and political party financing, demonstrate analytical thinking, excellent written skills, and strong verbal communication abilities to represent the organization in relations with stakeholders. The candidate must also have strong organizational, leadership, and negotiation skills.

RESPONSIBILITIES: 

- Program management and coordination skills required to manage and/or coordinate program(s), ensure effective performance of the program team, proper implementation of assigned tasks and activities, achievement of planned results, analysis of program progress and outcomes, completeness of program documentation, and timely submission of reports; address emerging issues and challenges; ensure effective cooperation with partner organizations, including the “Akanates” (Witness) observation mission, as well as effective collaboration with state bodies;
- Team leadership skills required to engage, motivate, and manage staff; facilitate skills transfer and professional mentoring; set goals and monitor implementation of activities; and ensure inclusive and effective collaboration with partners.
- Expert knowledge required to provide methodological guidance for sectoral policy analyses, summarize reports, develop recommendations, ensure quality of outputs, and properly present the program’s activities and results to stakeholders.

Product development skills required to develop, summarize, and ensure the quality of interim and final program outputs (policy briefs, recommendations, reports).

Communication and negotiation skills required to ensure effective communication with stakeholders, including public institutions, civil society organizations, media, experts, citizens, and international organizations, as well as to represent TIAC’s activities and formulate clear and appropriate messages.

REQUIRED QUALIFICATIONS: 

Professional Competencies:
- Higher education in political science, public policy, human rights, or related fields;
- 3–5 years of professional experience in public administration or election-related fields;
- At least 3–5 years of program management experience; PMP certification is an asset;
- Experience working with public authorities and international organizations;
- Excellent skills in drafting reports and recommendations, as well as writing project proposals and reports;
- Excellent command of Armenian and English;
- IT skills (MS Office);
- Excellent written and verbal communication and negotiation skills.
